the best romantic song in my opinion is "zara zara behak tha hi" from Rehana hi Tere Dil me.

To my mind, the most romantic song is "rim jhim gire saawan..." (Lata's number) in the film "Manzil", starring Amitabh and Mousumi Chatterjee. Simply mindblowing. Close comes "teri bindiya re...." in "Abhimaan" - Amitabh and Jaya Bachchan.
